Abstract

The Editorial Board of the Journal thanks A. V. Sokov, corresponding member RAS for the submitted manuscript and the Editorial Board of the Journal “Sea”, which preserved the manuscript by I. E. Mikhaltsev. In 1996, the article was not published due to the large volume. In connection with the 100th anniversary of the birth of I. E. Mikhaltsev, there is an opportunity to publish the article in full, preserving the author’s style.
