The Russian part of the Unified State List of Scientific Publications – the “White List” – has been approved

2025-09-17

By the decision of the Interdepartmental Working Group for the Formation and Updating of the "White List" of Scientific Journals (hereinafter referred to as the IWG), the Russian part of the Unified State List of Scientific Publications - the "White List" (hereinafter referred to as the UGPNI) was formed. The list was created to monitor and evaluate publication activity in Russia. The main difference of the new version is the prioritization of publications in domestic scientific journals.

The approval of the Russian part of the UGPNI took place in several stages. The Russian Center for Scientific Information formed an initial list of scientific journals, which was sent for examination to specialized and regional branches of the Russian Academy of Sciences. Based on the expert assessments received, the IWG assigned levels from 1 to 4 to domestic journals.

As of 09.09.2025, the Russian part of the list included 3,120 journals:

First level — 634 journals,
Second level — 705 journals,
Third level — 916 journals,
Fourth level — 865 journals.
The full list of the Unified State Register of Scientific Research is available on the White List website (https://journalrank.rcsi.science/ru/record-sources/) (additional information will be added to the cards of new publications on the White List website within a month).

By the end of 2025, the IWG plans to approve the regulations for including new journals in the Unified State Register of Scientific Research and to formulate the final version of the White List with foreign publications. Until that time, the current version of the list, approved in 2023, will be used for foreign journals.

The journal of Oceanological Research has been assigned the third level (3)
